Dr. Zlatin is the owner and founder of Eye Q Optometrist. He holds a Doctorate from the New England College of Optometry, is a longstanding member of the American Optometric Association, and the New York State Optometric Association. He is also a proud member of the Orthokeratology Academy of America. He is New York States first Fellowship-trained Orthokeratologist. In 2002 he became one of the first doctors to be FDA Certified in the procedure of Corneal Refractive Therapy. Dr. Zlatin's patient care interests include specialty contact lenses, Scleral lenses, and pediatric eye care. He is a provider for the InfantSee program, which affords all infants between the ages of 6 and 12 months a comprehensive eye examination at no charge to the family. He provides for the treatment and management of eye disease and visual disorders for patients of all ages. He is fluent in Hebrew and English.


Dr. Jessica Rauch O. D.

Dr. Jessica Rauch is a third-generation optometrist and has been working in eye care from a young age. Dr. Rauch received a Bachelor of Arts from the University of Michigan. She earned her Doctorate from Michigan College of Optometry. Dr. Rauch has had experience at the Detroit VA Hospital, Eglin Airforce Base, The University of Michigan Kellogg Eye Center, and primary care/medical optometry settings in NYC.

Dr. Rauch has extensive experience in primary care exams and contact lens fitting and care. She has robust clinical training in the diagnosis and management of ocular surface disease, dry eye, allergic conjunctivitis, cataracts, macular degeneration, glaucoma, and many other conditions. She loves treating patients of all ages.

Dr. Rauch lives in and is an active member of the Upper West Side community and participates in many local school activities and volunteer organizations.


Dr. Rebecca Stein O. D.

Dr. Stein received her Bachelor of Arts in chemistry from Binghamton University, where she concurrently studied fine arts. She earned her Doctorate from the Illinois College of Optometry. Her clinical training with patients of all ages includes extensive experience in primary care, dry eye, binocular vision disorders, vision therapy, and treatment and management of ocular conditions such as cataracts, glaucoma, and diabetic retinopathy. First and foremost, Dr. Stein’s mission is to make personal connections with her patients and ensure they feel comfortable and taken care of. 

Dr. Stein participated in community service throughout her schooling, including volunteering through the Volunteer Optometric Services to Humanity on a trip to Peru where she helped provide free eye exams and glasses to those in need.

Aside from eye-care, Dr. Stein continues to pursue creative outlets such as music and art. Most recently she has been painting optical illusion pieces that combine components of fine arts with vision science.


Dr. Phoebe Pan O. D.

Dr. Phoebe Pan studied biology and film as a Presidential Scholar at the University of Southern California. She graduated with honors from NSU College of Optometry at the top of her class. Dr. Pan has won numerous national accolades including the “Dr. Pat and Patrick Cummings Scholarship” and “VSP and AAOF Practice Excellence Scholarship” for her clinical excellence and dedication to public health.

Dr. Pan loves primary eye care and is especially passionate about contact lenses including prosthetic and specialty lenses. She fits lenses for irregular corneas, ocular surface disease, aphakia, television/film, and the regular every day. Dr. Pan is exceptionally skilled at managing myopia control, binocular vision, glaucoma, and anterior segment disease. She adores working with all ages and patient populations. Dr. Pan values compassionate and inclusive care that educates and empowers.

Dr. Pan’s hobbies include photography, dance, art, poetry, and travel. She is fluent in Mandarin and a provider for InfantSEE.
